completely record vehicle parts cheat

Browse source 
the old cheat worked by updating the coin count in your play stats
this new version works by updating the vehicle unlock flags directly.

advantages being: doesn't modify your play stats, you no longer need to get a whole bunch of "new vehicle unlocked prompts", can unlock golden tiers and golden kart
