Ben Woosley	111880aaf7	[test] Add coverage to estimaterawfee and estimatesmartfee ... This adds light functional coverage to estimaterawfee - a subset of the testing applied to estimatesmartfee, and argument validation testing to both estimaterawfee and estimatesmartfee.
