7bb83f6718 test: create assert_not_equal util and add to where imports are needed (kevkevin)

In the functional tests there are lots of cases where we assert != which we now swap with assert_not_equal to be more readable
This is motivated/uses logic from this PR which was closed https://github.com/bitcoin/bitcoin/pull/28528
This partially helps https://github.com/bitcoin/bitcoin/issues/23119
I've broken it up to just `assert_not_equal` to keep the PR smaller as suggested in https://github.com/bitcoin/bitcoin/pull/28528#issuecomment-1959945805

this new util will replace, we also are adding the imports and the new assertion
The 'FEE' parameter in test/functional/feature_dbcrash.py::
generate_small_transaction() is not a fee rate, but an
absolute fee. Hence, it doesn't make sense to replace it
with node relay based fee calculation. Get rid of the TODO
comment suggesting otherwise.
Also, move the burden of checking for a timeout to the client and
disable the timeout on the server. This should avoid intermittent issues
in slow tests (for example mining_getblocktemplate_longpoll.py, or
feature_dbcrash.py), or possibly when the server is running slow (for
example in valgrind). There shouldn't be any downside in tests caused
by a high rpcservertimeout.

By specifying the `dustrelayfee=0` option instead of the more
generic `acceptnonstdtxn=1`, we can be more specific about what
part of the transaction is non-standard and can be sure that all
other aspects follow the standard policy.
The previous diff touched most files in ./test/, so bump the headers to
avoid having to touch them again for a bump later.

- Get rid of hardcoded wallet "" names and -wallet="" args
- Get rid of setup_nodes (-wallet, -nowallet, -disablewallet) argument rewriting
Motivation:
- Simplify test framework behavior so it's easier to write new tests without
having arguments mangled by the framework
- Make tests more readable, replacing unexplained "" string literals with
default_wallet_name references
- Make it trivial to update default wallet name and wallet data filename for
sqlite #19077 testing
- Stop relying on -wallet arguments to create wallets, so it is easy to change
-wallet option in the future to only load existing wallets not create new
ones (to avoid accidental wallet creation, and encourage use of wallet
encryption and descriptor features)
substitutes "for x in range(N):" by "for _ in range(N):"
indicates to the reader that a block is just repeated N times, and
that the loop counter is not used in the body
This clears up the following deprecation message when running the test:

Git grepping indicates that this was the last remaining use of `log.warn` in the functional tests.
This requires a small changes to a few tests, but means that
deterministic addresses will always be imported (unless setup_nodes
behaviour is explicitly overridden).
