Revert "d/rules: disable precompiled headers" 
I was wrong. Precompiled headers do speed up builds, even fresh ones.
ccache is still likely broken, but I don't use it and Salsa CI jobs show
shorter build times with PCHs anyway.

This reverts commit 5dae9d5d4d.
